Nowadays, there is such a housing shortage in Berlin that the fight for residential spaces needs to be regulated. Since 2014, the guideline
Kooperative Baulandentwicklung (cooperative land development) commits all owner-builders to provide evidence of constant occupancy and to offer social housing. The following year, rent control was introduced. These requirements did not apply yet when the foundation stone of the Europacity was laid and major investors secured large areas for themselves. The Europacity lies between the railway line and the Spandau ship canal. With a total area of 61 hectares, it is one of the largest new quarters in the district and the entire city.
The new quarter Europacity is built North of Berlin’s main railway station, the Hauptbahnhof. It aspires to combine housing, work and everyday shopping and aims to become a quarter of short distances. The project developers market this new urban neighbourhood as a place with international transport connections.
